The name Qovë-ëê Dêtîkè is derived from the Iron Elvish language, as Qovë-ëê Dêtîkè was founded by Këi Zêrg̈g̈m, who was culturaly Iron Elven.
Climate
Qovë-ëê Dêtîkè has a yearly average temperature of 23°C (73°F), with its average temperature during the summer being a warm 27°C (80°F) and its average temperature during the winter being a cool 19°C (66°F). Qovë-ëê Dêtîkè receives an average of 66 cm/y (25 in/y) of precipitation, most of which comes in the form of rain during the spring. Qovë-ëê Dêtîkè covers an area of nearly 6 km2 (2 mi2), and an average elevation of 9668 m (-11230 ft) above sea level.
Overview
Qovë-ëê Dêtîkè was founded durring the late 12th century in winter of the year 1051, by Këi Zêrg̈g̈m. The establishment of the new community went well, though many minor issues had to be solved as time went on. This was enough to delay construction and push back the formal opening ceramony, leading to some embarisment for Këi Zêrg̈g̈m.
Qovë-ëê Dêtîkè was built using the conventions of Iron Elven durring the late 12th century. Naturaly, all settlmentss have their own look to them, and Qovë-ëê Dêtîkè is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.
Qovë-ëê Dêtîkè is buildings are built arround a single crampt cobblestone mainstreet which forms a counterclockwise spiral to give the town a over all circular shape. The town rests behind a thick wall made from clay bricks. The wall has all of the proper fortifications and is well made. Unfortuantly the nature of clay brick leaves it quite vulnerable to siege equipment, though the thickness of the wall lends it simmilar resistnace to a thinner hardrock wall. Qovë-ëê Dêtîkè's millitarily questionable fortifications are suffering from significent damage, so much so that examples can be pointed to no matter which section one might have within their line of site, and most of which render sections inoperable at present.
A look around Qovë-ëê Dêtîkè is like looking into a university’s plaza on the day before an exam. People rush about to-and-fro. Discarded scrolls and quills are dotted around town. In spite of many locals discussing academic topics, there’s little sign of any organized groups for any of that talk. Infact, the town seems disordered in general with everything scattered helter skelter about.
Civic Infrastructure
Qovë-ëê Dêtîkè has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Qovë-ëê Dêtîkè. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Qovë-ëê Dêtîkè's parks.
Qovë-ëê Dêtîkè has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Qovë-ëê Dêtîkè.
Qovë-ëê Dêtîkè has a Gravedigger's Guild, which is responsible for collecting the dead and laying them to rest according to all applicable laws and religious customs.
Qovë-ëê Dêtîkè has a Highwayman's Guild, which is tasked with maintaining the roads and highways leading into town as well as keeping them safe for travelers.
Qovë-ëê Dêtîkè has a monistary of an order of Civil Monks, who provide divine-related services to the general public and maintain Qovë-ëê Dêtîkè's public wards, blessings, and other arcane systems.
Qovë-ëê Dêtîkè has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Qovë-ëê Dêtîkè's natural decorations nor waterways.
Qovë-ëê Dêtîkè has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.
Qovë-ëê Dêtîkè has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.
Cultural Notes
Qovë-ëê Dêtîkè's garrison was built using a different architectural style from the rest of the town. The style used is characterized by towering round arches, massive stone and brickwork, small windows, thick walls, and a propensity for housing art and sculpture depicting mythological scenes. The building's general shape would be a clever and ascetic combination of geometric shapes, which would be blended together by joining elements. The style's decorative features were largely internal rather than external and incorporated semicircular arches for windows, doors, and arcades; barrel or groin vaults to support the roof of the nave; massive piers and walls, with few windows, to contain the outward thrust of the vaults; side aisles with galleries above them..
In Qovë-ëê Dêtîkè all of the cats speak the local language with prefect diction.
The Corpse Rook near Qovë-ëê Dêtîkè are known to be almost tame, such that they can be put to domestic use.
Qovë-ëê Dêtîkè's citizens partake in a curious ritual relating to their local kami. It takes place in winter and involves bloodletting to channel Enchantment energies of tier 3 via speaking in tongues.
